I am Dr. Jean Howard-Hill and I head the National Republican African American Caucus - NRAAC.

The NRAAC creates a new, exciting and positive relationship between the Republican Party and the African-American community; and increases the visibility and ranks of African-American Republicans who share some of the same core values as the Party.

The uniqueness of our organization is two fold:

1. Ninety percent (90%) of our membership are new republicans! This means we have successfully recruited from a fresh pool of voters who were either Independents, Democrats or non-voters.

2. The membership consist of ninety-nine percent (99%) African America people of faith, with more than seventy-five percent (75%) of its membership coming from the African American clergy and those in ministry, and ninety-five percent (95%) of its leadership being clergy and those in some form of ministry.

The NRAAC also serves as a conduit for addressing issues and concerns that are unique to the African-American community, and opportunities to work together with the Republican Party, and elected officials to find workable and amicable solutions. The creation of the organization offers hope for the betterment of the total community by building a stronger, more diverse, and more stable political environment, that strengthens our families, communities, and nation.

Our goal is 1 million by 2012, and 100,000 in 2010. You may ask why so many? As one who teaches Political Science at the University of Tennessee at Chattanooga, let me explain why. It is because political strength is in numbers! If you can show you have a substantial number of people who can stand as a voting block, and have the ability to finance your own cause, then you become a significant player within the political landscape. This is how we as African Americans get to the table, have a voice and are placed ourselves in appointed and elected positions.

Also we have begun to make new appointments of regional and state chairs, and advisory board and national board members for 2010. About me:
Currently I am a Classification Counselor II at The Washington State Department of Corrections. I am a participant in providing input to program policies, rules, and regulations; Appear with immured offenders at Parole Board hearings and make recommendations; Serve legal documents on immured offenders regarding court actions, divorce, separations, consents for adoption and other legal actions; Participant in disciplinary, fair hearing, disposition, progress and planning and makes appropriate recommendations; Participate in classification committee sessions by discussing and making recommendations regarding immured offender progress and programming; Counsel with and advise immured offenders to assist them in improving their personal outlook, adjustment to basic living problems and social behavior; Prepare reports and makes recommendations regarding immured offender treatment, training, progress, and/or revocation; Recommends immured offender placement in treatment programs; aid immured offenders in locating employment; Maintain and coordinate contact with employers and/or school personnel to evaluate immured offenders progress; Interview immured offenders to obtain and compile personal data and social background; Contact friends, relatives, teachers, and public and private agencies to secure information on immured offenders background, personal history, and social adaptability; Process furlough and/or work/training release applications, making recommendations; conducts investigations for furlough and/or work/training release status; Monitor immured offender's progress in individual treatment plan and graduated responsibility program and recommends adjustments as necessary; Approve and/or recommends the approval of immured offender financial transactions.

I am formerly a Probation & Parole Officer (Community Corrections Officer) at the Washington State Department of Corrections where I managed a caseload of offenders in community supervision by holding them accountable to their imposed court ordered or DOC conditions through the administration of criminal sanctions programs and in accordance with the law. I also provide support and program opportunities for all offenders by way of guidance to community resources and parties with a vested interest in successful offender transition in the community.

My educational background is in Forensic Psychology which consists of understanding criminal law, making legal evaluations and interacting with judges, attorneys and other legal professionals. It also includes the capability to take psychological findings and translate them into the language of the law.

I was the Vice President/General Manager and Founder of LightPoint Communications where I supervised and managed construction projects to retrofit commercial real estate infrastructure, to create physically, seismically, and network secure controlled telecommunications environments that are capable and prepared for more than 48hours of operation in failed local public utility events or natural disasters.
Prior to that I was the In-Country/General Manager at GST International- Japan where I was GST's foreign representative in Asia and responsible for the General Management and day-to-day operations of the in country Japan office. There I secured regulatory approvals and insured compliance with the relevant Japanese Ministries, managed the customer and strategic partner relationships (i.e. Mitsubishi Electronics, Marubeni, Tomen, and Nichimen). Prior to that I was the Director at GST Government Systems. There I launched GST Telecom into a contracting relationship with the US Government and provided expedited solutions for the complex and advanced telecom requirements of the Defense Information Systems Agency (DISA) and the Defense Information Contracting Office (DITCO)) and other Departments of the US Government to include, the White House Communications Agency, and NASA.
